Default tightening the e-brake

how do i tighten up the e-brake??.......1994 lude si.........i parked it on a hill and it started to roll a bit down........90% tread, so its not that........anyone know what this could be and how to fix it?

Check to see if both of your cables are functioning. Will need to raise the rear of the car, set the e brake and try turning the tires by hand. If one spins and not the other you have a bad cable.Another way to check would be to raise the rear pull both rear tires off have another person set the e brake while you look to see if the cables(where they connect to the caliper) are being pulled downwards while the e brake is being set.
