Almost. The difference between 96-98 and 99-00 are as followed. Headlights, front bumper, tail lights, center console. And to get into specifics, the climate control on the 99-00 is electronic as opposed to other Civics where it involves a cable.

i found out that 96-97 civics have different type of trunks from 98-00.
98 to 00 models have a trunk switch at the trunk, which ables driver to open the trunk outside. But on 96 and 97, the trunk releasing switch is in the car, like the one you see in the coupes.
other than that, very obvious. Headlights, fenders, hood, bumper, taillights, ECU, center audio area.
basically the chassi is identical if that's what you want to know

Not all jdm climate controls are the same. The 99-00 is electronic and to use it in the 96-98 you have to change a bunch of stuff out. So it depends on what year car you have to which one you get.
