can most types of steel be welded together?

can most types of steel be welded together?
trying to piece together an exhaust system, and just checking to see if a regular steel would have problem being welded to stainless steel. I think different metals like aluminum and steel dont weld together well, but not sure if regular steel and stainless would be a problem.
