There should be a washer thats part of the strut. It slides on the shaft of the strut until it hits that lip. Thats the only thing I can think of. It would make the pillow sit on it and make it sit higher.
You are missing nothing, it's suppose to have a gap there. It's the space for the rubber bushing that gets smashed between the shock tower and shock. You can see the small black rubber bushings from the engine bay, under you bolt on the shock.

That's what I'm talking about, when you install any suspension, stock or aftermarket, there are 2 small black bushings. Ok, when you install your pillow mount, you put one bushing directly on the strut, then when you install the strut the top part where the bolt is comes through the strut tower. After the strut is installed properly, you put the other small black bushing on before the final bolt goes on the strut, and is smashed down with a washer.
If this does'nt help, then I'll get a pic to show you. Also have installed struts before on a ef? Because if so, you will know what I'm talking about. Also if your coilovers are new, then tein sent you a piece of paper that shows for correct order for stuff to be installed.
Hope all of this helps, again if you don't understand I'll post a pic.

This is not Tein but Apexi. Same deal though. Mine came with several washers as shown in photo. They are there depending on the spring length that you are running. You change the number of washers depending on the spring length to balance out the coilover length, otherwise the longer the spring, the less adjustment that is possible overall in the coilover collars at the bottom of the unit. (Hope my explanation makes sense.)
