95 eg6 headlights dont work but the corners get power???

95 eg6 headlights dont work but the corners get power???
any one have any ideas about this one??? where could the wiring be wrong ... ichecked EVERY fuse in the car and they are all good ??? and the key won't start the car i need a push button???
