I have a 93 honda accord Ex, automatic.
Can you recommend a reliable, cheap diagnostic tool for it?
My check engine light goes on and off by itself?

You do not need any special tools , just a paper clip.. you need to jump the service plug, it is a 2 wire blue plug located under the right side of the dash, below glove box. by the kick panel, ..it might be wrapped with blue tape,,,
Anyho, when you find it, jump the 2 wirs together, turn the key on , and cound the # of flashes in the instrument clustet..
a long flash means a 10 ,, a short flash means a 1 ,, So for example ,,,
1 long 6 shorts = 16 ,,Also computer sould store more than 1 code . so make sure you let if flash at least 2 times around ..,,right down the code ( s) and post it here ..

I did exactly what you told me:
Check engine light: was always flashing a long flash non stop. i counted over a 100 times.
ABS light:
4 short then 2 short
4 short then 8 short
4 short then 8 short
Shifter D4
1 short
2 short
7 short
8 short
