is this spray paint?
If not, just sand it, primer it, and paint over it.
if it is pray paint, you will have to strip ALL of it off. Aircraft stripper is good, sanding, and laquer thinner.

depends how rough it is...
if it's bad, start low
like 220. work to 400 grit. primer it.
then wet sand with 400 grit again.
ready for paint of your choice!
you can get laquer thinner at any auto parts store, hell, even wall mart has it in their auto paint area. Grab one of the gallon containers, like $8-10. you'll need a lot.

it's paint thinner solvent that evaporates quickly since it is very volatile...it will help dissassociate the bonds that are holding the paint to the surface. Pour it on the paint that you want taken off...it also is a good way to remove oil and grease on the surface to be painted.
Aircraft stripper is extremely harsh, and can damage synthetic polymers (plastics and stuff) so only use where it's a metallic finish and you want ALL of the paint removed.
