Not a negative offset, a more negative offset compared to +40 so you can have a wide tire without it rubbing on the inside of the fender well. But you won't be able to lower the car.

Too much and you will get rubbing on the inside on the fronts when you turn
Why do you want such wide tires anyways? Just get the right size, probably 195/50-15 or 195/55-15 depending on your car, and concentrate on getting better tires. With a give budget you can either get really good regular tires or poor quality wide tires. You will get much more performance out of good quality tires than wide tires.

If you want a wide wheel base, just get extended studs and put your steelies on backwards. JK
