Default Master Cyclinder Right..?

I recently bought a 93' eh3.. the guy said the brakes where "funky".. he said the peddle went to the floor.. it stops.. and if yuo pump them they work.. he said he bleed them many times.. no change.. the guy knew what he was doing.. he owns a dealership, seemed to know a lot about hondas..

my friends tegra did this and it was the MC..

Am I correct that it is the MC?

Thanks In Advance
