Default timing issue?

yea im back again with another "my car wont start" thread...but i just replaced everything on my car almost for the motor to run, the distributor, plugs, wires, fuel pump, fuel filter, main relay and all that stuff...but when i go to turn it over it wont start. it wants to and trys but never does...it has spark and fuel to all four cylinders. Is this a timing issue? please help cuz if its timing ill have to get a timing light or something.....does this sound like timing is off?

o yea i forgot its an 89 civic si with the stock d16 with i/h/e and theres no c.e.l

If you are getting spark and fuel then it is prob a timing issue. You put the spark plugs in the right order? Put the dizzy in the middle of the adjustment screws. The three ones that hold it to the motor. A Timing light is a good investment.

Or just your belt in general. My brothers Civic cut out and wouldn't start up again. There was fuel spark proper compression, all that aand it wouldnt start. So with the valve cover off we turned the crankshaft, and saw the belt wasnt turning at all.
Turns out the belt had something like 10 teeth in a row missing, and the crankshaft was just spinning on the bare belt
