need explanation of #34 in parts diagram, goes between outer and inner tierods ???

i do not see this nut on my old steering rack i took out or on the new one, and i am told it is important and that if i don't have this that everything will fall apart while driving, so i just need an explanation of this please?
on my new outer tie-rods the ends are hex shaped and they screw right onto the ends of the rack, but between the boot ends and the end of the rack there is no nut like the one shown as #34 in that diagram??? i must be missing something but its not on my old rack or the new rack ???

the ends of the rack are threaded but have one section that is hex-shaped and does fit a 14mm wrench but it is'nt a nut of any sort its just the end of the rack, so i don't know, i just need an answer, thanks for any info
