Yes it can be fixed, but it will cost more than it's worth, unless you are willing to do the welding and painting.

and the wheels are trashed, just go get decent ones now, those are ugly/heavy

I had some fixed in worse condition than that for 125 each. It might be cheaper to find some different ones.

i wouldn't think that is a big issue... if it still holds air? just build up some aluminum and clean it back up with an angle grinder and then paint it. i've welded a couple rims before, it isn't that difficult.
