It is possible to weld on new metal. As to whether or not it is cost effective is a different story. Ask a rim repair place, their's is the opinion that matters.

Check out this guy. If it's a rare wheel or something along those lines he can fix it.
You can send him an email with that picture and he might be able to give you some more info. I've sent 2 wheels to him and I strongly recommend his work
