when i turn it on to high it doesnt work. when it is on low it works. is it the motor?

 

Its most likley the wiper switch but it also could be the motor. Thats the only two things it can be.

I had this problem and I just went to the junkyard and got a motor its only $10 that fixed it. I didn't really want to go yanking apart the steering column.
