are these rims decent to get for the price?

they are the first set listed on the ad, and I would be painting them black instead of the bronze/gold color.
Are these decent enough to drop that much on them?

A decent rim depends on whether or not you like it. Unless you are into serious performance racing a rim is nothing more than something that looks decent, is round, has a few holes in it and holds a tire.
That being said 400 for 4 17 rims with rubber on them doesn't seem bad at all.
