Default Persistent hesitation problem (already re-wired 02 sensors)

ever since I bought my car, it has had a persistent partial throttle hesitation problem. The wiring job that the installer did on the car was really crappy, so I replaced the Vtec wires and both 02 sensor wires with a Rywire sub-harness. I repinned the ECU to ensure everything was perfect. After installing the new harness, my car still has some partial throttle hesitation (it is better than it was before.) This is driving me crazy, and I am not sure what else to check. Here is a run down of what the car is doing.

1. runs perfectly when cold
2. hesitates only at partial throttle (cruising at a steady speed)
3. idles and accelerates fine

Is there a way that I can test the 02 sensors to determine if they are functioning properly? I know one of them has been replaced (previous owner trying to diagnose the same problem.)

Is there ANYTHING else that could cause this problem? I would like to get it fixed.

Grounds? I hear it helps with slight hesitation.
