hesitating on Vtec

hesitating on Vtec
i just installed skunk2 stage 2 cams and new valves and valve springs as well as retainers.. the car is running well when not on vtec. the problem is when i accelerate and 5300 comes the car would hesitate. but when it reaches 6000 it pulls well. what would be the problem? i also installed B&M fuel pressure riser and guage. pls. help..
