In the USA, ITR's only came in Championship White in 1997/1998, then Yellow/Black for 2000/2001.
So, there isn't a 1999 US ITR.
Check for basic stuff, maintenance records, bodywork, etc., and that the motor is original...

most obvious is the absence of a moonroof and it should have 5 lugs(unless its a 96 spec jdm machine). i like to look under the rear and unless they went to the trouble of replicating how the lower rear tie bar attaches to the chassis, i would be impressed. oh yeah, the vin is good too

LOL...he is in Canada. Be careful when buying it man. I almost bought a sweet 2000 (with red seats). I then proceeded to look at the block and noticed a B18C1 stamped on it. Due to the high theft of ITRs many of them are recovered and then B16s and B18C1s and dare I say B18Bs are added, if you noticed none of those are R engine, a cookie for you!
anyways, write this chit down.
1) VIN #
2) Clean title or theft recovery/write-off (this should be on the ownership)
3) check to see if it is a B18c5
4) Get a mechanic to check it out (someone who knows Hondas and aftermarket parts if there are any)
5) Inspect for any rust (check near rear wheel wells for sure!)
6) Talk to owner and get an impression for how hard he beat on it and if he maintained it well. (this is not an exact science)
7) If he kept a record as to the service of the vehicle take a look at that.
8) Post on Honda-tech, the year, KMs, the ITR #, after-market parts, pictures and price on H-T for us to give you some advice.

The bank told me to get a lien search on the car and I did. It says the car has 1 lien, what does this mean? Can I still buy the car? Do I owe some money or something on the car still?

Make sure the creditor of loan is involved in the purchase. Otherwise you could pay for the car and the creditor could have the car towed the next day! You would have to sue the seller to get your money back. (that would not be fun)
