What's the best bulb short of buying HIDS?

What's the best bulb short of buying HIDS?
Would like a slightly different look for the headlights but don't want to splurge on HIDs yet. What are some good replacement bulbs that have a slight white or blue tint, but aren't too ricey? Also, are they difficult to install?

PS. Was driving home on the highway yesterday and a wood plank flew up (after getting picked up by an SUV - never even saw it coming) and hit my front bumper ... scratch city .. grrrr

From my experience, almost anything thats really good (Xtra close to HID) is too expensive because they burn out too quick 
. But i did like my Piaa Super Plasmas when I had them, they kicked *** but still lasted only about a year. IMO i'd save up and buy the real deal if I were you.
