No vtec after installing new cams

i have an lsvtec that until this weekend had GSR cams and was street tuned by me using crome and my wideband. The car was running great. This weekend me and my friend pulled the ITR valvetrain out. He installed the new stem seals, springs, retainers and keepers since he has the special tools to do that and then we dropped the new cams in and took it for a test drive.
Vtec does not open at all now however the ecu thinks it is open because it doesnt throw a code. At this point my best guess is that we missed an O ring somewhere in the head or something happened to the rockers and vtec pins while installing the valvetrain.
Anyone know what missing seals if any can cause this to happen.
P.S. the reason i dont think its ecu is because the AFR goes 10-1 rich right at vtec and stay there, probably because its expecting more air and the pressure switch is telling the ecu that vtec is open so it stays on the high cam map.
