It looks like a solenoid for either the EGR or EVAP systems...

It is a solenoid used in JDM H22a to manage the fuel pressure regulator.

Does not exist in USDM neither European H22aX engines.

This solenoid closes fuel return as soon as VTEC engages making for higher fuel pressure.............

I'm pretty sure that it's not on the USDM Preludes. I would say you don't need it, but I can't say for sure.
