my civic (being a 95 EX with stock braking system) has discs in front, and drums in rear, no ABS, etc., would it be worth it to convert the rears to discs for 4 wheel disc brakes? Or should I just leave it the way it is? Why or Why not?

I would not do the rear disc swap to my hatch mainly because your front brakes do most of the stopping(60 or 70% i think) for you. Rear disc brakes weigh more than the rear drums, if you care about weight. And im perfectly happy with how my brakes stop as is.
If you want better performance from your stock brakes just get some good brake pads like hawk or axxis. A few of my friends that have done the swap noticed only a slight difference but said that its worth it.
