no your bulbs are not fine. the low beams are burnt out buy new ones

Both side??make sure your bulbs are fine first. Then check the power on the head light hareness connector, should get power from 2 wire, other is ground.

If its only happening for one bulb, replace it.

check the plug like said above. if that is not it, not bulbs, not fuses. it must be the switch itself on the tree.
