Helms: refinishing rotors during brake job

In the helms, why does it not mention at all that the rotors need to be refinished when replacing pads?

Not everyone needs to refinish the rotors when changing pads. Pads wear out much quicker than the rotors ever will. Only you (or your mechanic) can determine if they need to be turned if they are in fact out of spec.
