No Power to Gauge Cluster

No Power to Gauge Cluster
-92 Civic
-Integra dash swap wired correctly
-All fuses are fine
-Cluster is grounded
-All grounds are good
I tried a second underdash harness and still no power to the gauge cluster. So it's something fuse box or beyond that.
What else could it be?
