How to check timing belt on 89 integra?

how can i tell if my timing belt is in the right place, the engine won't run and its got fuel and spark so the only thing i can thing is that the belt must have jumped some teeth but i dont know how to check.

"UP" marks on the cam gear should be pointing in the same direction.
