I suspect he's either loosened one of the retaining nuts on the inoperable (or missing) wiper arm, or a component called a wiper transmission has crapped out.
90EX Coupe:
Any of the pieces within the item listed as #10. If the one not working is the L/S one, either #11 is broken, or the pivot is broken

Give me an idea which isn't working and I'll be able to pin this down better

are you saying he has the wiper thats sitting on the window at like a 45 degree angle or something? Meaning he just removed the driver wiper and then loosened and rotated the passenger wiper so it sat further up on the windshield so it could wipe part of both sides of the windshield but not the whole thing?

Or is only one wiper moving and the other isn't?

If it's the first situation, just loosen and rotate the passenger wiper down to it's normal position and put the driver wiper back on in it's normal position.

If it's the second situatin, do what P said.

Sounds like he's speaking of the single wiper mod where one wiper is removed, and a longer wiper is installed on the remaining arm to look like one huge sweep accross the windshield. Like a school bus...

Hence the word Ghetto (I guess).
You know, there could be advantages to that set-up.
Imagine a wiper assembly so long that it could not only clear the entire windshield in one swipe, but also clear your roof of perching pigeons at the same time!

Just think of the possibilities
Clear the snow from your sunroof deflector
Poke the eye out of the wise guy toll taker on the Interstate
Attach semaphore flags and send messages to retired Navy Signalmen.

It could be glorious

np , just remove/rotate/reinstall the passenger side wiper and install the driver side wiper. Nothing should be broken or damaged, just have reinstall the wiper arms to stock position.
