91 civic si keeps blowing fuse #14

bought a 91 civic si with d16a6 in it, kid couldnt get the motor to start. before i ever messed with the a6 i took it out and put in a z6 and converted to obd1. now here comes the problems. i'm not gettin spark or fuel. main relay does click twice, grounds all seem to be fine, so i checked all the fuses. fuse #14 keeps blowing which explains why i'm not gettin spark or fuel.
<U>helms manual says fuse #14 is for:</U>
voltage regulator
emissions control solenoid valve
PGM-FI main relay
PGM-FI ecu
fuel pump
eacv
so, i'm tryin to figure out why the fuse keeps blowing. i thought maybe there is a short somewhere but i'm not sure. i dont know what the kid had done to the car when he was tryin to get it to start with the a6 in it.
i've messed with this car for a couple days and its gettin the best of me. i figured that maybe someone else here has had this problem.
any help or input is greatly appreciated!!

Could possibly be a short of some sort - I would try tracing all the wires that run to the fuel pump to look for shorts. I would check every single one of those components to make sure they are not faulty and check any wires going to them to make sure they don't have any shorts or stripped wires and so fourth. st did the same thing nut in to a dx and i couldnt get it to start either. but i had spark and fuel . make sure ur conversion harness is right. and make sure if u re pined ur a6 dizzy to a z6 one that it is right just go off the dizzy plug.

its alot cheaper hehe.anyways just keep working at it you'll figure it out sooner or later like i tell everyone else,when dealing with these old of cars learn how to fix them or stay away from them
