need help on a few questions 96 accord

dropping a h22... jdm or usdm legal or not?
i have a question 
right now i have a 96 accord... 4 dr (dont ask why)
anyways ive been looking into a h22 swap.
the jdm one is obviously better, but i wonder
is it legal?
can i put it in my car, get the stick from the dmv with my paperwork and have it legal?
another:
are the engines the same.. and what makes it better is just the ecu?
what steps must i follow to make it legal?
should i use the usdm ecu to make it pass smog then swap out the jdm one?
anything u can say will help, if ur not really sure then tell me that before u write it down. i dont wanna read it and get screwed later on...
