Steel rim would probably be the cheapest. Get them used at the junk yard if you really want to save money.

Best wheel - wheels are a personal choice, most people buy them based upon what they think looks good.
What wheel for what value - well, there are 1000s of different wheels out there, each with a different price. As for value, well againt they buy them on looks most the time so it's kind of a intangible value.
If you need sizing help, need tire selection help, or anything else please be more specific.

If you're looking for inexpensive rims, try http://www.edgeracing.com/... I got my Flik Bullets with Cooper tires mounted, balanced, and shipped for about $650 (I know, I know... Fliks are cheap! They still work... )
