HELP !! FAST IDLE top hole inside t-body!

HELP !! FAST IDLE top hole inside t-body!

There are 2 holes inside the t-body, the lower one goes to the FITV, but where does the top one go to? the TPS?? it is an OBD1 h22 t-body if that means anything. I am asking becuase when i plug up the top hole with my finger, it idles fine. If i don't touch it I idle at like 3k! HELP!!!!

I believe that is your iac valve..

thats what i thought, but it is right next to my TPS...

Correct. top Is IACV, Bottom is FITV.
