Default can a stiff shock subsitute for stiff spring?

i've been researching here about stiff rear springs can lower 60ft times, i have old school raactive coilovers (pretty stiff) my question is if i raise the coilover height in the rear an inch and install kyb agx shock and set it on the stiffest settings, would that equal or almost equal to a stiff drag spring? thanks in advance.
