The same thing happened to my HX a few years back at my apts. I also just poped out the bumper, however it wasn't nearly as bad as yours.
The rest of the story is pretty funny...
So after they backed into my car they cleaned up almost all the pieces. When I found out the next morning I matched the one piece they left behind to a bumper of an old mustang. I called the cops and the guy was real nice, but he said he couldn't accuse anyone of doing something he didn't see. He said he would go talk to them and see if they would admin it. He came back later and told me he went to thier door and the boyfriend answered - the cop asked if the plastic piece belonged to him and the guy yelled to his girlfriend "it's for you!". So the girl came and the cop just said "I could arrest you right now if you were in a hit and run and didn't come forward". Anyway, the girl admitted to it, and even admitted to driving drunk! LOL. Her insurance paid for my 260Z ..... but that's a whole different story.
