Default Thinking about opening a small turbo rebuild shop in israel..... need your ideas

hello everybody.

me and a friend are thinking about opening a small turbo rebuild shop in israel.

alot of taxis in israel have turbo diesel engines so there is work!

after we did a market survey we found out that there are only two shops in israel that are rebuilding turbos, one of the shop owners is very old (maby 80 and still working) so he's probably gonna die soon, lets face it.

the other place is a very very expensive they charge like 400-500$ for the the smallest fixup.
and they sell a rebuild kit for $250.

i would like to know what type of balancer do you recommend? a digital one or the ones with the dial gauge?
i was thinking bout building one on a lathe with a dial gauge, what do you think about it?

i also need your advice on a sand blaster. what size would you recommend for a small shop like i described?

the tools we bouth allready have:
die grinders
air compressor
tap and die set
all wranches
micrometers & other gauges
foot drill
waiting for a mig welder.
