Default Car won't currently start, oil all over spark plugs

What all should I replace to overhaul the engine (d16a6) to prepare it for a home made turbo project? It already got a new head gasket to stop a major coolant leak but it still won't start. While driving it would hesitate bad when gas is pressed and it finally just stalled out and won't start now. I replaced the spark plugs and wires with no help. I am thinking just to overhaul the engine since it has 200K miles and I want to go turbo. Any thoughts on this situation?

sounds like your piston rings let go. time for new rings.

Oil on the spark plugs? Maybe your valve cover gasket and o-rings are bad..
