fuel gauge reading wrong

fuel gauge reading wrong
i have a 94 ex adn the gas gauge is reading lower than what is really in the tank. when its full, the needle doesnt get to full and when its on E theres still about 4 gallons left. is there a way to adjust this or do i need a new cluster or new sending unit?
