speedo problem

When I turn my lights on the speedo doesnt light up. Is it a fuse?

just the speedo doesnt light up or the whole cluster? If its just he speedo part then a bulb is bad but if its the whole thing it can be 2 things a fuse or the dimmer can turned all the way down
