Default Light dims and shine when using brakes

Car: 98 Integra GS w/ JDM ITR front-end conversion (non-HID)

Here are the situations:

Car off, key out
When I press on the brakes, there's a steady long beep until I let go of it. The beep is the same beep that lets your know when you left your headlights on.

With headlights OFF
When I press on the brakes, my cluster lights turn on, my front corner lights turn on, my clock and accessory lights gets dim (the same effect as if you were turning on your headlights).

With headlights ON
When I brake, brake lights don't go any brighter (can get rear-ended at night) . The brake light on the wing stays on even when I release the brakes.

Any ideas? Please help.

Check your ground connections, particularly at the taillights. Make sure they are tight and clean off any rust and corrosion.
