I just built a set for my Recaros in my 90 Si hatch. They were a bit of a pain, but not too bad. I'm a SS welder that works at a shop with mills and lathes so that made it easier. But here's how I did it. I used 2 pieces of metal, with countersunk holes to keep the mounting bolts flush. Then I mounted the one rail flush while the other needs to sit 1 5/8 higher. So I used some round bar drilled and tapped and welded them in the right spots. Without shop access, this wouldn't be possible, but and decent fab shop should be able to hook you up.
