V-AFC.......something strange here

Default V-AFC.......something strange here

Can anyone specifically tell me the purpose of the V/T Unmt control? One of the guys at my work set it at +5% for both Hi > Lo and Lo > Hi. I'm running a bone stock B16a2 with a mugen programmed P28 and lost hp after it was installed. My made 148.4hp, with a nasty powerband (needed to replace spark plug wires I guess). I replaced it with NGK wires and the powerband was a smooth, but I lost max hpby about 2-3hp. I made more hp when it was left untouched with the v-afc.......once I leaned out my fuel a bit, I lost hp. I started gaining some back as soon as I leaned it out around the air/fuel 13 line. Untuned, its around the 11 line. Anyone have any idea or suggestions on what to do? Thanks in advance?

NGK wires
stock airbox
test pipe
2.25" piping
DC2 muffler
Mugen programmed P28

Here's my air/fuel run as is........(this was before the V-AFC/ NGK wires were installed). Whats the reason for the VTEC Unmt control? The manual doesn't seem to explain what happens when it's moved +/- for hi-lo/lo-hi? Is there any harm right now, if its at +5????
