I have skunk2 coilovers in my car and they are extremely bouncy. When i put them on I forgot to put the rubber o rings around the shocks so that the coilovers dont go up and down. Would that contribute to the excessive bounciness or no? Because they were on another car before and they were not bouncy.

Coilovers>stock shocks..
If he has full coilovers he doesnt have stock shocks, the coilover replaces the shock and spring combo..
Your problem is... you have coilovers. Coilovers tend to be very bouncy, if you are unhappy with the ride, sell your coilovers and get a good shock/spring combo..

skunk2 coilovers do not replace the struts. Skunk2's are basically a threaded perch with compacted springs.
My bet is that he has stock shocks and he has them too low. replace the shocks with something aftermarket and raise it a bit.

If that is the case, he is most likely underdamped, thus the bouncing.
