Yeah, its a legality issue.
All seat belts and safety things have a lifetime warranty...
I swapped out my seats, and the seatbelt latch on the new ones didnt work, took it to the dealer, they didntknow any difference

Airbags no, only if its faulty... if you get in a wreck and they deploy, theres no warranty b/c hey... they worked!
Seatbelts yes b/c it is a malfunctioning issue

Mine choke my passengers about once a month... goes the wrong way when you open the door
Plus those auto seatbelts created an issue of people not wearing the lab belt.

I'm half-half about the auto seatbelts, I like mine but then again I'm not that picky about the belt. Plus it's pretty interesting to tell people to open the door and lean out and get something, then watching them get yanked toward the dashboard. Or having them sit down and freaking out when they're being harassed by it. I need a video camera inside my car so bad...

Manufacturers installed automatic seatbelts to serve as a required passive restraint system. The other option was an airbag, but that technology was far too expensive. Once airbags were specifically required by the mid 1990's, the automatic seatbelts went the way of the dinosaurs because they were an added expense at that point. I personally hate automatic seatbelts, as they compromise the effectiveness of a properly used seatbelt due to their mounting locations.
The restraint system warranty is good information for anyone to know who owns an older car. Most dealers will not advise you of this option.

It is good information that the dealer has to fix that but I have a question to add to this.
i drive a 95 integra and My seatbelts do not retract near as close to as fast as before. when I put my seatbelt on It doesnt even pull tight on the bottom. Would the safety warranty take care of this. I even have to guide it back or it wont go into wherever it goes.

Yes that is covered, when i got mine fixed, it only needed a new buckle, but the strap wasnt retracting fast as it should so they went ahead and replaced it also
