My speedometer werks, well kinda????

I replaced my guage cluster with an Si one. Everything worked fine, but when I took out my dash to paint it I was a little rough with the speedo cable cause it didn't come off at first. When I put everything back in the speedo worked but not until I got up to around 50 mph. then it started at 0 and went up from there. When I'm doing around 80 it reads around 25mph. I then swapped motors for a ZC DOHC and replaced the cable but the same thing is happening. Is their a certain way the cable has to go or be placed in. I would really like to know how faster I'm going becuase the cops around here are dicks, and I want to see how fast the new motor moves me with actual MPH not just by feel. Is it possible that I messed up the Mechcanical VSS or something else any help is appriciated.
my cluster is doing the same thing, you got a bad cluster... sometimes mine will read fine, then ill hear a loud wine and bam... it says im doing 145 or some ****, then it'll kick down to 25.... all the while im actually cruising at 65-70...
i do have a question.
i have the stock speedometer and while driving home on the interstate the thing just stoped working didnt read incorectly or anything like that. it was working and just stopped out of the blue.
any help would be appriciated.
found that the spedo cable broke right behind the guage cluster.
