13" steelies to 15" rota's....
I would think that putting larger wheels on even with low pro tires will cause the ride height to slightly increase.
Is this true?

Depends on the tires. If the overall diameter is the same, then ride height will stay the same. It is hard to keep it exactly the same though, so when you change wheels the ride height can slightly increase or decrease.
Back when I had 17"s they made the car sit just a little higher, maybe a 1/4". But thankfully I came to my senses and got 15"s. They are almost exactly the same as the steelies. A little more wheel gap than the 17"s, but much better for performance.

Keep in mine that these figures are a little rough. They are based on 1 inch = 2.52cm. These are the calculated diameters of each size tire. Also keep in mind actual measurements will vary from brand to brand.
Stock Si - 185/60/14 22.81 inches
Stock DX - 175/70/13 22.72 inches
Stock HF - 165/70/13 22.17 inches
15 inch - 205/50/15 23.13 inches
15 inch - 195/50/15 22.74 inches

No, the ride height is not the same. Doing the math, my wheel diameter is extremely close to stock, but it rides much higher.
The side walls won't sink as much with lower profile tires. That's the only explanation I can think of.

I just put on some 195/55/15's on my hatch and compared to the 205/40/16's I have almost no wheel gap. The car sits a bit higher off the ground but looks semi slammed do to the larger wheel/tire

Everyone just gives me these diameter calculators, but that does NOT calculate the "squish" of the tire.
the calculators are not a very good way of determining how much "higher" the car will be raised.
I keep getting mixed results with people's explinations.
I'm looking for people to tell me what size they had before and after, and if they noticed a change in height. If you did notice a change HOW MUCH roughly DO YOU THINK it was raised?
Also for clarity, assume the tires are inflated to the reccomended amount.

There are going to be a lot of different thing that can vary the amount of "squish" in the tire. Someone who has a gutted CRX and is running higher performance tires will not have the same amount of "squish" as someone who has full interior, a tool set and 3000 watts of stero equipment on non performance tires. How much difference are we really talking? As long as you stay within the recommended sizes the difference should be minimal. Is a quarter of an inch really going to make a difference?

Well, I noticed the difference, including being able to scrape over a few more speed bumps after I changed wheels & tires, so it had to be at least 1/4 - 1/2 inch or so. I've since raised my coilovers up to a more reasonable level, so I only drove it for a week or twom but I could notice the difference.
