WTF am I and where do I go?

this is the only thing i cant find where it goes. it comes from the center of the firewall towards the bottom and the other end i have no clue where it goes. car came with it broken. its a hard plastic line. car is a 91 rs.

my guess is cruise control. that looks like where mine was at when i took mine off.

looks like a vacume line...dose your car idle funny? run a vacume test.

its not electrical no amp or alarm was ever in this car. i was also thinking it was vacuum, but i cant find anywhere missing a connection, but i also havent had the time to do a test on it yet. any other suggestions?
