What kind of bulbs?
I gots me a 95 accord. I want brighter headlights my car because i cant see **** when im driving.
Can anyone suggest some bright lights that are leagal..ish. I want white or a blue-ish tint to them if possible.
I only wanna spend like $20-$30 dollers if possible. And is it hard to swap out the headlight bulbs?

Depending on their condition, polishing the lexan lens of your headlamps can probably recover more output from your existing lamps than the installation of any aftermarket bulb, short of installing HID's.
They become heavily pitted from sandblasting over the car's life and it drastically effects lamp output.
Some have polished them using Jewelers Rouge, some have used Semi-Chrome Polish. Mine were so badly pitted after 140k that I elected to replace them. Best $160.00 I ever spent.

Well, if you want a relatively cheap set of headlights that are really nice and bright... I'd suggest the Sylvania Silverstars.
My Accord has just shy of 130K on it and once I put in those headlights I could drive on some of the back highways around my area with just my low beams on.
A set of the bulbs may cost almost 40 bucks, but in my honest opinion they're more than worth it.
Just my 0.02

As an addendum to my original post, We too use Silverstars (My wife, Son and myself (refer my sig) and the two 5th gens still have the originals now for over three (3) years.
Prior to the SS's I'd installed PIAA super whites (100w (Yeh, sure!) bulbs and drove with them until one crapped out. Not looking forward to refinancing my home to buy a replacement, I picked up a set of SS's. Being the Lazy F..k that I am, I originally replaced just the blown PIAA; leaving one PIAA and one SS.
Imagine my surprise when I couldn't spot any difference, and from a bulb 1/3 the price....
