Fuel pump
Definitely it could keep a car from starting.A easy way to check it would be to have someone turn the key while you spray a little bit of starting fluid in the intake.If it starts and dies then it's a good sign your not getting enough fuel.
Could be. But you would have to check some things to be sure.
1. Power to the fuel pump (when ignition is turned on) for two seconds (main relay)
2. If #1 checks out ok, (fuel pump runs) fuel at fuel rail.
3. If #2 checks out ok, check for spark. (remove plug, with wire connected crank engine while looking for spark)
