Removing paint from plastic
Yeah, just lightly de-gloss the paint and paint it black. Don't even try to take paint off of plastic if it's on there good.

Fine sand paper like 300 or so and just sand it until the shine is gone. Then just buy whatever paint you want and put on 2-3 thin coats.

true enough. didn't mean to fly off. keep in mind, though, that if you rattle-can it, it will never match the rest of the car exactly.
if you do spray it, then make sure you sand the paint really well, primer it, then paint it. Once you've put the color on that you want, scuff it with, like, 5000 grit or some other obscenely fine sandpaper. Then get a buffing wheel and some polishing compound and put a nice, high gloss on it.

you only wetsand it if there is clear on there.. sand it by hand with 400 or 500 or 600 grit and then paint it flat black or gloss black or semi gloss or whatever you want, then your done.. no need for primer or anything.. no need for clear, unless you wanted it to match factory black paint but in that case it never would with spray can paint.
