Default Buying a new Civic ...NEED HELP BADLY!!

I've been looking for a Civic for awhile now and I have found one that I love. Its a 2000 Honda Civic SI. The guy is asking $10,500. The only keeping me from buying it is he said it has a salvage(flood) title. It has since been rebuilt 2 times .Once to fix the motor and another right before he put the supercharger on. Its now built with Wiseco pistons and Eagle rods. Should I be hesitant about purchasing this car? It has the following upgrades:

230 Horsepower Si, Many Mods - Vortech Supercharger w/ Aftercooler Kit, Built Block (Wiseco Pistons and Eagle Rods),Rota Slipstream Wheels, Apexi Worldsport exhaust (quiet), JDM 4-1 headers, Supra 280 Fuel Pump, Clutchmasters Fullface Clutch, 12 pound AEM flywheel, Carbon Fiber Fenders, Black housing headlights, Eibach lowering springs, Pioneer CD deck.

Also how fast do you think this Civic is? and with a minor build engine what pulley could I go with for good boost?
One last question is how good is the Vortec Supercharger? Thanks alot for any help I get!

i would pull up carpets in the trunk and see if there is water damage there. check anything electrical for water damage. Be very careful take your time on this car before you buy it and take it to a trusted, shop and get it checked out before you buy.

So should i hold off and look for something else and turbocharge it. I want a Civic SI V-Tec with a T-04/03 turbo kit. With this properly tuned how do you think it would run?
