2. do i need new bumper lense sockets and bulbs? do they use different bulbs?

You have to swap everything from the body sheet metal out.
Ie: Bumper bar, Bumper reinforcement, Bumper Cover etc.
You can't hang a '96-97 Bumper cover over a '94-95 Reinforcement 'cuz the lamp pockets are different sizes and other considerations.
This is also the reason why there are different listings between the two groups when you buy body kits. They assume you're going to use the Bumper bar that came with the vehicle.

The Bumper mounted lamps will be unique to the specific Bumper. The '96-97 versions are longer than their '94-95 counterparts.
According to Sylvania, the '94 - 97 Accords utilizes the lamp for the dirrectional signals only using a 7440 bulb. You should be good in that respect.

i like the 94-95 front end a lot better because the bumper lenses on the 94-95 ones looks better, not as bulky on the 96-97.
so it looks like im going to have to get a new bumper cover and bumper reenforement?

... or find a good (undamaged) assembly from a local Auto Recycler. You might actually find one in the color you want
At the very least, you can pick up the underpinnings cheap and then address which way you want to go with the cover:
New (first choice)
New Aftermarket (consider as last resort)
Used OEM (second choice)

actually you can use your bumper support with no problems, im unsure what you mean by bumper bar? but yes, just bolt a 94-95 cover onto your existing support and you will have no problems. you will either need to change or rig you fender liners on because the mounting points on the bumper covers are different, but nothing some wood screws and zip ties cannot fix...
